Q: Could you please tell us about the process and mood of this project?
A: The University of Nanhua is the founder of the Foguangshan Nebula. Since its founding, the university has been promoting the ancient Chinese academy tradition and reconstructing the humanistic spirit. It has learned that the Ministry of Education has reconstructed plans for humanities and social sciences. I immediately instructed our Center for General Studies, Humanities, Social Sciences to develop proposals, and personally presided over the meeting, in the ongoing research and related efforts under the peer, the end of the two plans to get the case One of these is "Citizen Awakening: A Civic Curriculum Renewal Program".

    I was born poor, all the way hard, and strive to the upper reaches of Taiwan's economy after the most vigorous development of the time, and then see the plight of Taiwan's economic development today, filled with emotion. This generation of young people face Taiwan's industrial relocation, salary stagnation, and the deterioration of the employment environment, the hearts of frustration, frustration, hesitation, not difficult to understand. Among them, the study of humanities and social sciences, especially students in the job market, faced a considerable challenge. However, do we not humanities and social sciences? of course not. This is not only contrary to the purpose of the school's school, but not the development of human society can tolerate.

It is indeed important to have a job, and students need professional and practical skills. This is why I have been promoting the curriculum and teaching reform of "learning to use" and "comprehensive practice" since my school principal's appointment. However, the significance of the University is not limited to vocational training, but also the need to develop students' vitality, physical and mental, communication, care. But, what is the need to strengthen it? That is the quality of citizenship. In recent years, we have witnessed the positive participation of young people in public affairs. This is indeed a gratifying phenomenon. But is there a fundamental respect for others when we enjoy freedom of expression? Is there a way to objectively discuss based on facts?     "Civil Awakening: The Civic Curriculum Re-engineering Program" was born in this context. In fact, in the era of democracy, the cultivation of civic literacy is too important, and all the policies of the well-being of the people are determined by the people. The citizens can not become citizens without adequate civic literacy, and only sufficient civic literacy will improve the overall governance quality of the country and overcome the many challenges currently facing by Taiwan so as to unblock the path of application of humanities and social sciences .

Q: Could you please tell me about the characteristics of the project?

A: The greatest feature of this project is that the object of "reengineering" is not within the university, but outside the university. In other words, what is needed is a distorted "demand side" rather than a "supply side" to accommodate the already distorted demand side. This is like saying that medical knowledge can be suspended in the world, but if people do not believe in medicine and believe in witchcraft, is it possible for doctors to learn witchcraft? Handling public affairs is like treating the country's illnesses, not relying on witchcraft but to stress medicine.

    Of course, the need to re-create "demand side", "supply side" is the need to change. The academic circles have always been described as the ivory tower in the world, but this is biased but also some realism, the relevant research if the policy surface of the proposal, often also to political elites as the main target. However, in the era of democracy, no matter how good policies, if not the support of the people, can not be promoted. Therefore, the "supply side" required changes, is the humanities and social science knowledge output object, from the elite to the public. Specifically, citizenship courses. This is a process of persuasion, through which the knowledge is conveyed to the students and then to the students through the influence of their peers, so as to achieve the ultimate goal of reconstructing the "demand side".

Q: Could you please tell me about the vision of the project?

A: To enhance the civic literacy of all citizens is of course not completed by the school alone. It is not a day or two that can be achieved. But the day does not begin. There is no possibility of success in one day. I hope this project, though it may be just a small project, is the first step in the effort. We thank the Ministry of Education for giving the program the greatest flexibility to enable our executive team to remain creative in the process and to make timely corrections and adjustments in response to new discoveries in the process.

    In the long run, the results of this project will serve as an important reference for the higher education institutions across the country. Although each university has its own characteristics and conditions, may not be able to copy the same approach, but the reason why the University is a university, that is, there are professionals in liberal arts, civic curriculum is an integral part of this liberal arts. Perhaps the form may be different, but when civic courses generally become compulsory courses in the universities, the general public to enhance the literacy of all citizens, it is just around the corner.
